The Forum of Regional Arts Councils of Minnesota (FRACMN) brings together every Regional Arts Council (RAC) to share best practices, cultivate leadership, and ensure arts resources reach communities in all 87 counties and 11 tribal nations across the state.
Our work is made possible thanks to the voters of Minnesota’s 2008 Minnesota’s Legacy Amendment, a State Appropriation, and the McKnight Foundation.

Regional Arts Councils are deeply rooted in the communities they serve but powerful enough to advocate at the state level to ensure Legacy funds are used/responsibly steward Legacy’s impact with care.

In 2008, Minnesota voters passed the Clean Water, Land and Legacy Amendment, a 25-year constitutional commitment that dedicates money to the Arts & Cultural Heritage Fund. That funding flows through the Minnesota State Arts Board and out to the 11 Regional Arts Councils, supporting local arts programs, educational residencies, and organizations in communities of every size.
Minnesotans invest in the arts like no other state in the nation. The reason that Minnesota has the highest funding for the arts per capita is because of the Legacy Amendment. The funding is set to end in 2034, but we will have the opportunity to renew it. We are the only state with this kind of funding. It is the only amendment of its kind in the country.
